Statutes of the local community
Statutes are binding legal norms that are issued by the local municipality as part of its local self-government. The basis for this is Article 28 (2) of the German Basic Law, which grants municipalities the right to regulate local community affairs on their own responsibility within the framework of the law.
The authority to issue bylaws is also derived from the Rhineland-Palatinate Municipal Code (GemO). The local municipal council adopts bylaws as local law insofar as there is a legal basis for this or the municipality is authorized to regulate. Bylaws regulate, among other things, organizational, financial, building law or regulatory matters of the local municipality.
