Urban land-use planning in accordance with Section 1 of the German Building Code (BauGB) lays down the basis for the structural and other use of land in the municipalities of the municipality of Winnweiler. It serves to ensure orderly urban development and to take into account both private interests and the common good.

A distinction is made between two types of urban land-use plans:

• Land use plan - the preparatory land-use plan that shows the intended use of land in the municipality.
• Development plan - the binding land-use plan that regulates the specific development of individual plots of land.
