From the meeting of the association council


Mayor Rudolf Jacob had invited the members of the Association of Municipalities Council to a meeting on Thursday, November 13, 2025 at 7:00 p.m. in the meeting room of the town hall.

 

The first item on the agenda was the election of a member of the Building Committee. Due to the fact that councillor Brigitte Eners resigned her seat in the spring, her seat on the building committee had also become vacant. The Bündnis 90/die Grünen parliamentary group proposed council member Jörg Steuerwald as a replacement. The members of the association council unanimously approved this personnel proposal.

 

This was followed by the announcement of the 2023 annual results of three VG Winnweiler investments. These are as follows:

 

  1. Börrstadt solar park

Balance sheet total: Assets/liabilities: € 3,446,266.40

Annual profit: € 108,4411.15.

  1. AÖR Energy Projects Winnweiler

Balance sheet total: Assets/liabilities: € 3,928,277.53

Annual loss: € 42,236.74.

  1. Broadband infrastructure company Winnweiler GmbH

Balance sheet total: Assets/liabilities: € 2,885,288.46

Profit for the year: € 19,751.20.

 

The annual financial statements of GEFOWI GmbH & Co KG and Neue Energie Donnersbergkreis GmbH are not yet available. The relevant annual financial statements for 2024 will be published as soon as they have been adopted by the shareholders' meetings.

 

In the next item on the agenda, the municipal council unanimously authorized the administration to award contracts for the projects approved as part of the Regional Future Programme without any restrictions on the amount. The mayor presented the list of projects, which has since been approved by the state, to the municipal council once again. The forwarding notices for the projects to be implemented in individual local communities have now also been sent to the respective local communities. The total amount of funding of € 2,136,926.69 had also now been received by the municipal administration. The implementation period for the total of 35 measures is 3 years, which began in mid-October when the approval notice became legally binding, and the mayor assured the members of the association council that they would be informed accordingly once the contracts had been awarded.

 

The next item on the agenda was the awarding of contracts in the area of fire protection and general assistance. Firstly, the municipal council unanimously decided to award the contract for the delivery of 60 sets (jacket and trousers) of S Gard Ultimate fire protection clothing to the company Schmitt, Neuwied, at a gross tender price of € 81,325.38. The corresponding budget funds are estimated in the 2025 budget.

 

With one no vote, the contract for the delivery of a hose washing and maintenance system, manufactured by Bockermann, was awarded at a gross bid price of € 89,104.82. This system will replace a hose washing and maintenance system that is now 34 years old, for which spare parts are no longer available and which no longer complies with current occupational safety regulations.

 

This was followed by the awarding of the contract for the delivery of a respiratory protection washing machine to the company Magin, Schifferstadt, at a gross bid price of € 23,526.23, also with one no vote. The purchase of this washing machine will eliminate the need for laborious and time-consuming manual cleaning of the relevant equipment. This will make the work of the equipment attendants much more effective and economical.

 

Finally, the municipal council unanimously authorized the mayor to award the contract to the most economical bidder for 7 portable water pumps (TSF-W). The municipality of Winnweiler, together with two other municipalities, had invited tenders for a total of 13 identical vehicles. The invitation to tender was issued on 11.11.2025. At the time of the meeting, no verified bid had yet been submitted. However, Mayor Jacob explained that the expectations of a joint tender for several vehicles had been fully met due to the unchecked offer. The unaudited tender results were around 30% below the costs of comparable vehicles tendered and awarded by the municipal consultancy in the recent past.

 

This was followed by a unanimous resolution to conclude an agreement on inter-municipal cooperation in the area of safety technology between the municipality of winnweiler, the Donnersberg district and the other four municipalities in the district. This measure is to be used to jointly procure and maintain equipment in the field of security technology, fully financed by the state.
