From the meeting of the association council on 04.09.2025


Mayor Rudolf Jacob had invited the members of the association council to a meeting in the town hall on Thursday, September 4, 2025.

The first item on the agenda was the election of employee representatives for the Works Committee. Two employee representatives and one deputy had been missing since the start of the legislative period. At the suggestion of the Staff Council, Christoph Reinhardt and Peter Schneller were elected as employee representatives. Veronika Sautner was elected as Mr. Schneller's deputy.

This was followed by a discussion and resolution on new daycare regulations. Due to the fact that at the beginning of the new nursery year, an 11th facility, the Bauernhof-Kita, started operating under the auspices of the municipality of Winnweiler, it was necessary to amend the nursery regulations. The School Board Committee had already discussed this in advance and unanimously recommended the corresponding resolution. Without further discussion, the association council unanimously approved the new kindergarten regulations as presented.

The 1st supplementary budget bylaws with 1st supplementary budget position plan of the municipality of Winnweiler for the 2025/2026 double budget were also unanimously approved. This supplementary budget statute with supplementary budget item plan was necessary as the original budget did not include the farm daycare center. In addition, the supplementary position plan was adjusted to the actual position calculations for the 11 daycare centers that emerged over the course of the year.

This was followed by the discussion and resolution on the 2022 annual financial statements and the granting of discharge. Council member Matthias Luft, Chairman of the Audit Committee, took the chair for this purpose. Matthias Luft explained that the Audit Committee had randomly reviewed the annual financial statements and all documents to be submitted at its meeting on July 7, 2025. The audit had not led to any objections. The Audit Committee had formulated the proposed resolution to adopt the 2022 annual financial statements as follows

Income: € 17,432,860.42,

Expenses: € 17,759,041.75,

Net loss for the year: € 326,181.33.

Total assets and liabilities amounted to € 100,823,608.42. Equity amounted to € 27,723,597.47 on the balance sheet date. This proposed resolution was unanimously adopted by the municipal council. The mayor and the aldermen did not take part in the resolution. In addition, the actions of the mayor and the deputies, insofar as they were active, were unanimously approved for the 2022 financial year in accordance with the recommendation of the Audit Committee.

The next item dealt with the consideration of comments from the early participation in the 2nd update of the land use plan with integrated landscape plan of the municipality of Winnweiler. The representatives of the commissioned planning office BBP, Kaiserslautern, were given the right to speak on this agenda item. The representatives of the planning office also referred to the detailed preliminary consultation in the building committee. Mayor Jacob informed the meeting that the Building Committee had unanimously recommended that the public and private interests be weighed up as in the proposals submitted to the members of the Council. Questions from among the council members were answered directly by the representatives of the planning office and Mayor Jacob. Accordingly, the municipal council unanimously approved the weighing of the comments received as presented. The available planning documents in the version dated July 2025 and the landscape plan dated April 2025 were approved. It was decided that the public and the authorities and other public interest bodies would now be involved in the public consultation process. The administration was instructed to initiate the further procedural steps.

This was followed by the award of the contract for the renewal of the 6 gates at the building yard of the association municipality. Mayor Jacob explained that the gates were now over 20 years old. The rearmost gate could no longer be opened as the electrics were defective and the necessary spare parts were no longer available. The other 5 gates also have regular defects which, due to the rare technology of the gates and drives, make it necessary for the manufacturer to come from Heidelberg. This results in relatively high ongoing costs for maintenance and operation. The administration had requested offers at short notice in order to replace the gates before the winter if possible. The company Hemmer, Standenbühl, had submitted the most economical offer amounting to € 32,377.52 gross. The municipal council unanimously decided to award the contract for the delivery and installation of 6 new gates for the building yard building to the company Hemmer at a gross tender price of € 32,377.52.

The association council also unanimously approved the conclusion of a special-purpose agreement with the municipalities of Rüdesheim/Nahe and Langenlonsheim-Stromberg for the joint procurement of 13 identical fire department vehicles. This joint procurement of identical portable water pumps (TSF/W) is expected to result in significantly more favorable conditions due to the fact that the manufacturers can build a small series of identical vehicles.

The conclusion of a special-purpose agreement with the municipalities of Eisenberg and Göllheim on a joint pipe network analysis in the area of the waterworks was unanimously approved without discussion.

At the end of the public part of the meeting, the municipal council unanimously approved an unscheduled expenditure for the procurement of pressure hoses for the fire department of the municipality of Winnweiler. The administration was instructed to award the corresponding contract to the most favorable bidder, the company Schmitt, Neuwied, at a gross bid price of € 25,730.30. It was also decided to order 4 long-term compressed air breathing apparatus from the company Magin, Schifferstadt, at a gross bid price of € 20,366.28. On the one hand, this purchase has become necessary due to the scheduling of the fire department of the municipality of Winnweiler for operations in the Mühlberg tunnel, Imsweiler. On the other hand, due to structural developments in the municipality of Winnweiler, whereby corresponding commercial uses (nursing homes, industry) require appropriate long-term SCBAs.

This was followed by a non-public part in which the Association Municipal Council approved the promotion of a civil servant.
