From the meeting of the association council on 12.09.2024


Mayor Rudolf Jacob had invited the members of the association council to a meeting in the town hall on Thursday, September 12, 2024.

The first item on the agenda was the appointment of three new councillors. Elisabeth Franck (CDU), Martina Lummel-Deutschle (FWG) and Christiane Demmerle (CDU), who were elected as councillors at the constituent meeting, resigned their seats on the association municipal council following their election as councillors. The successors Dr. Christine Täffner (CDU), Martina Grimm-Hofstadt (FWG) and Marc-Oliver Gerke (CDU) were sworn in by Mayor Rudolf Jacob with a handshake to properly exercise their mandate.

The committees and the administrative boards of the two public law institutions in which the municipality of Winnweiler is involved were also elected unanimously (1 abstention). In the case of the two administrative boards, the CDU gave up the right to nominate the second seat to which it was entitled to the FDP, which would otherwise not have been represented on either board:

This was followed by the awarding of contracts. Firstly, the municipal council unanimously approved the awarding of the contract for the 3rd construction phase for the renewal of the asphalt surface in the main road of the municipality of Gonbach to the company Otto Jung, Sien, at a gross tender price of € 31,477.87. Two other, but less cost-effective bids were submitted for the tender.

This was followed by the unanimous authorization of the mayor to award the contract for the creation of a municipal heating plan for the VG Winnweiler to the most economical bidder in a subsequent public tender. The expenses for the measure will be financed on an unscheduled basis. The own contribution will be financed with savings in road maintenance. By resolution of the municipal council on 14.09.2023, the administration was instructed to submit an application for funding to create a municipal heating plan. The funding application was submitted on time. The funding was approved in a decision dated 28.06.2024. The eligible costs were recognized in full. The funding amounts to 90% from federal funds. The own contribution is therefore 10%. The necessary specifications will be provided by the Rhineland-Palatinate Energy Agency. The approval period runs from 01.07.2024 to 30.06.2025. Due to the fact that the measure is to be completed by 30.06.2025, the mayor was authorized to award the contract in order not to lose unnecessary time after the tender until the next meeting of the association council.

It was also unanimously decided to award the contract for the work to connect the local heating network in the Imsbach daycare center building to Kühner GmbH, Winnweiler, at a gross bid price of €33,775.04. The actual heat pipe to the building will be built by the operator of the local heating network. The work now awarded to the Kühner company, which was put out to tender among 4 specialist companies, includes the connection of the local heating network to the corresponding consumers in the daycare center building.

With 3 abstentions, the municipal council then unanimously decided to award the contract for the delivery and installation of a prefabricated pit for the maintenance of vehicles up to the size of a truck to the company Balzer, Memmingen, at a gross tender price of € 153,368.237. The mayor began by informing the public that the lifting platform previously available at the Winnweiler fire station, on which vehicles up to 3.5 tons could be serviced and repaired, was irreparably defective and had since been removed and scrapped. As a replacement for the central workshop, a small lifting platform was purchased on which cars and smaller commercial vehicles can be serviced and repaired. This is located in the building yard, as the increase in work has led to increased, uneconomical coordination efforts between the fire department equipment attendants and the central workshop. Head of the fire service Christian Füllert then explained that the association municipality has 30 vehicles that cannot be maintained and repaired on this small lifting platform and that it therefore seems sensible and economical to install the truck maintenance pit in the Winnweiler fire station. Appropriate quotations were obtained for this. These quotations include the necessary civil engineering, the necessary statics, all connections for electricity, water, oil separator and compressed air. The price also includes the pit cover and the necessary hydraulic jacks. According to the fire brigade manager, the investment will pay for itself in 10 years at the latest, as the corresponding expenses for workshops will be eliminated.

In the next item on the agenda, the mayor was authorized to conclude a contract on the implementation of nature conservation compensation measures with the state of Rhineland-Palatinate (state forestry). The background to this regulation is that in the past it has become increasingly difficult for the administration to find and implement meaningful compensation measures for projects of the local communities of the association municipalities and private investors. The forestry administration has now approached the administration with a concept for the further development of a climate-damaged protection forest in the Falkenstein district. The implementation of the concept is intended to ensure the long-term preservation of the forest. To implement the project idea, a contract on the implementation of nature conservation compensation measures is to be concluded between the municipality of Winnweiler and the state of Rhineland-Palatinate (state forestry). This initially concerns a partial area of approx. 2.5 ha. An extension of the project area to 13.8 ha is possible.

Without discussion, the municipal council resolved to dedicate part of plot no. 1617 in the district of Schweisweiler as a public road. The corresponding dedication will be published elsewhere in this issue of the Winnweilerer Rundschau.

This was followed by a closed session in which a promotion and the assumption of a guarantee were approved.
