From the meeting of the association council on 29.01.2026


Mayor Rudolf Jacob invited the members of the association council to the first meeting of the 2026 calendar year on Thursday, January 29, 2026, in the community hall in Breunigweiler.

The first item on the agenda was the presentation of the final version of the municipal heating plan. Mayor Jacob welcomed Mr. Klons from Mobilitätswerk GmbH, which had been commissioned by the municipal council at the end of 2024 to prepare the municipal heat planning. In a corresponding presentation, Mr. Klons presented the results and how they came about. Corresponding questions from the council were answered. The municipal heat planning provides the municipality of Winnweiler with a strategic roadmap that shows how the municipal heat supply can be organized in a climate-friendly, efficient and reliable manner in the coming years. The heat planning forms the basis for making greater use of renewable energies, developing existing infrastructures in a targeted manner and informing citizens and companies about prospects and possible connection options at an early stage. It thus creates planning security for private households, businesses and public institutions. With the resolution on municipal heating planning, the association municipality is entering the next phase, which involves the concrete implementation of measures and close cooperation with the local municipalities, energy suppliers and other regional players. The aim is to advance the local heating transition in a joint, transparent and economically viable manner. Mayor Jacob pointed out that a digital twin of the municipal heat planning is available to everyone on the homepage of the municipality of Winnweiler at www.winnweiler-vg.de. At the mayor's request, the municipal council unanimously decided to adopt the final version of the municipal heating plan and to instruct the administration to initiate the corresponding implementation steps.

In the next item on the agenda, the municipal council unanimously decided without discussion to award further planning steps for the replacement of the bridge over the DB line near Winnweiler-Hochstein to the planning office Schönhofen, Kaiserslautern.

This was followed by the announcement of the 2024 annual financial statements of Betriebsgesellschaft Wasserversorgung Göllheim, Eisenberg und Winnweiler AÖR and Neue Energie Donnersberg GmbH. The operating company Wasserversorgung Göllheim, Eisenberg und Winnweiler AÖR closed the 2024 financial year with an annual profit of € 43.69. In this context, the mayor pointed out that the aim of the joint company with the Eisenberg and Göllheim municipal utilities was not to generate profits, but to cover costs, which was achieved with the low annual profit of €43.69. Neue Energie Donnersbergkreis GmbH closed the 2024 financial year with an annual profit of €45,770.19. The municipality of Winnweiler holds a 5% stake in the company. The members of the association council took note of the mayor's comments.

This was followed by a discussion and resolution on the conclusion of a special-purpose agreement with the Donnersberg district and the other four municipalities belonging to the district for the procurement of security technology as part of the special funding program "Celebrating safely together in Rhineland-Palatinate".

A total of €140,000.00 is to be spent on the joint purchase of road barriers that can secure event sites against moving traffic or individual vehicles. A 100% subsidy is provided from state funds. The municipal council authorized the mayor to sign the corresponding special-purpose agreement without further discussion.

At the end of the public part of the meeting, the association council unanimously authorized the mayor to conclude a cooperation agreement with the Donnersberg Tourism Association and the Donnersberger and Lautrer Land LEADER action group to implement the Donnersberger Land hiking trail concept. The municipality can finance 100% of its own contribution from funds made available by the state as part of the Regional Future Program.

This was followed by a non-public part, in which a decision was made on the support of the municipality for the establishment of an inclusion café in the medical center.
