From the meeting of the association council on 28.05.2026


Mayor Rudolf Jacob had invited the members of the association council to a meeting in the town hall on Thursday, May 28, 2026.

First, the mayor gave the obligatory annual report on additional income and expense allowances from the exercise of secondary activities and honorary positions in 2025. In 2025, Mayor Rudolf Jacob received a total of € 20,278.54 in compensation for expenses for honorary positions as mayor of the local municipality of Winnweiler, as a member of the board of directors of Sparkasse Donnersberg, as a member of various committees of the Donnersberg district, the regional representation and the board of the Westpfalz planning community and at Pfalzgas. As these are exclusively honorary positions in the public sector, there is no obligation to transfer the expense allowances received to VG Winnweiler. The expense allowances received were duly taxed to the extent that tax allowances were exceeded.

The Association Council took note of this report without discussion.

This was followed by the election of an arbitrator and deputy arbitrator for the area of the municipality of Winnweiler. The mayor announced that the terms of office of arbitrator Hubert Weismann and deputy arbitrator Doris Damnitz would end on 22.08.2026. Both have declared that they will not be available for a further 5-year term of office. The mayor added that in recent years, the arbitrators of the municipality of Winnweiler have had to conduct 10 to 15 arbitration proceedings per year.

Ms. Clara Olteanu-Essen from Winnweiler was nominated for the office of arbitrator by the SPD parliamentary group; the FDP parliamentary group nominated Ms. Helena Gomes Oester from Imsbach for election. The majority of the members of the Association Council decided to hold the election by open ballot. Ms. Clara Olteanu-Essen received 11 votes, Ms. Gomes-Oester received 5 votes and 1 member of the association council abstained. Ms. Clara Olteanu-Essen from Winnweiler was thus elected.

There was only one nomination for the election of the deputy arbitrator, Ms. Silke Borst from Winnweiler. Here, too, the election was open. Ms. Borst received 16 votes in favour and 1 abstention, meaning that Ms. Borst was elected.

The administration will now inform the Rockenhausen Local Court of the elected persons, which in turn will be responsible for appointing the elected persons

The next item on the agenda was the discussion and resolution on the regional implementation concept for the use of funds from the federal special fund. Mayor Rudolf Jacob explained that the districts and independent cities must adopt a regional implementation concept by 19.08.2026 in order to receive the corresponding funds from the federal special fund. At its meeting on 26.05.2026, the district council of the Donnersberg district adopted the concept presented to the council members, subject to the approval of the association municipalities, and will submit it to the state after approval by the association municipal councils. The concrete determination of which investments in the VG Winnweiler are to be financed with the € 7,612,625.18 available here will be made at a later date. Without further discussion, the association council unanimously approves the regional implementation concept presented.

The next item on the agenda was the awarding of contracts in connection with the conversion of the former Catholic parish hall in Imsbach for use as a school and daycare center. The following contracts were awarded unanimously:

  • Traffic route work, Ecker Galabau at a gross tender price of € 56,590.57 with estimated costs of € 59,500.00
  • Dry construction work, company WDS GmbH at a gross offer price of € 23,780.00 with estimated costs of € 27,370.00
  • Electrical work, Wieland & Schultz, at a gross tender price of €73,449.47 with estimated costs of €75,610.00
  • Heating, ventilation and sanitary work by Wust & Heck GmbH at a gross tender price of € 74,867.83 with estimated costs of € 76,231.15


The administration was authorized to award the contract for the carpentry work, which is currently the subject of a limited invitation to tender, to the most economical bidder once the results of the tender have been submitted.

Information was also provided on the direct awards already made for contracts under €10,000 net.

Unanimously, the unscheduled expenditure for the rafter cladding in the eaves area of the Lohnsfeld daycare center was awarded to Schultz, Imsbach, at a gross bid price of € 4,190.87. It was determined that the rafters in the area of the roof overhang are in need of renovation due to severe weathering. In order to avoid further damage to the building fabric, it is essential that repairs are carried out before the next winter.

The situation is similar for the gable strip, which is also heavily weathered and in need of renovation. Here, the association council unanimously decided to instruct the administration to award the contract to the most economical bidder after obtaining comparative offers. The corresponding funds will initially be made available on an unscheduled basis and financed in the supplementary budget for 2026.

Finally, the Association Municipal Council unanimously approved the amendment to the contract regulating the shared use of municipal roads between the Association Municipality of Winnweiler and the Association Municipal Works. The only change made here was that in future, advance payments can be levied and made on the investment cost share for corresponding measures by mutual agreement. This has the advantage that the local authority, as the body responsible for road construction, will be able to avoid interest payments in future and can call up allocations in the amount of the advance payments earlier. The payment of advance payments results in financing and liquidity effects for the municipal utilities.

This was followed by a non-public part in which a higher grouping and a lower grouping were approved. One new appointment was also approved.
